                1.) Most Vacant Houses Get Worse; Not Better

                Taking care of a house is a LOT of work. You have to keep up with the yard. Money has to be spent on repairs and updates. It also takes a dedication of time to keep a house in good condition.

                Reality is most vacant houses get worse; not better. If you have owned a vacant house for more than 6 months and have not made significant improvements you likely never will.

                As the months turn into years the house will need more and more repairs. People will break in. Copper will be stripped. The lawn will grow and city notices will pile up. What started as a project you never got around to will turn into a full blown nightmare.

                2.) You Will Likely End Up In Jail With A Criminal Record

                                According to the City of Warr Acres“Warr Acres housing addition was created nearby in 1937 by Clyde B. Warr”. The special thing is that Mr. Warr was a real estate developer. While we buy houses in Warr Acres, he literally built them!

                                Back then this area was outside the city limits for Oklahoma City. Remember in 1937 Oklahoma had only been a state for 30 years. It was a different time. Back then Guthrie was the capital of Oklahoma; not Oklahoma City!

                                When Did Warr Acres Incorporate?

                                In the 1940’s Oklahoma City attempted to annex what is now Warr Acres. That didn’t go over so well. In 1948 eleven neighborhoods came together in an attempt to incorporate. They wanted to stop the attempts to be annexed into Oklahoma City.

                                It wasn’t a straight forward process and it wasn’t easy. Eventually the Oklahoma Supreme Court decided that everything had been done properly. Warr Acres was now it’s own city! A lot of people tried to stop it from happening but the rest is history!

                                Why Is There Confusion With Putnam City?

                                Putnam City isn’t actually a city at all. Putnam City Schools is actually a school district that serves most of the Warr Acres area.

                                There is often some confusion because there was another real estate developer whose last name was Putnam. He built a housing addition that Oklahoma City tried to annex also. Like Warr Acres they also tried to incorporate into their own city.

                                In the end the efforts of these citizens failed. They then decided to join the other 10 housing additions that later became Warr Acres.

                                A Tale Of Two Cities?

                                Part of the reason for the confusion is the similarity in the two stories. Another big part of it is the fact that the two stories are actually part of the same story.

                                One of the biggest factors adding to the confusion is that the Putnam City School District serves most of Warr Acres. Some parts of Warr Acres are served by Oklahoma City Schools (But the vast majority of schools in Warr Acres are PC schools).

                                The fact that the school district doesn’t share the same name as the city is something a lot of people, even locals, don’t fully understand. Once you understand how the city came to be it makes a little more sense.

                                                  In our post We Buy Houses Fast In Del City Oklahoma we outlined the problems that Del City has. Midwest City shares some of those same issues. Historically it has been an area where out of state owners liked to buy houses.

                                                  It’s close to Tinker Air Force Base and the City was actually named after the original name for the base. What we know today as Tinker Air Force Base was planned as Midwest Air Depot. The name was later changed to honor the late Major General Clarence L. Tinker.

                                                  When Buying Houses In Midwest City Is A Bad Thing

                                                  Due to its close proximity to the base it shares a lot of rental characteristics with Del City. Service men and women in the military often choose to rent rather than buy. This is mostly due to the length of their stay in the area. With a decent rental market landlords a steady stream of potential tenants.

                                                  Seeing what Del City had done to address these issues Midwest City decided to try a similar. Luckily a group of homebuyers was able to lobby the city council.  As a result the new housing codes were slightly better than the ones in neighboring Del City.

                                                  The new housing codes have made it difficult to sell houses in Midwest City. Neighboring Del City seems to be the bigger problem. Depressed rental rates and market values have moved in. This makes it hard to sell and even harder to rent. It also makes it harder to justify really fixing a house up.

                                                  Midwest City’s housing codes aren’t as bad as Del City’s. But when you take the other factors into consideration it doesn’t help.                                                   What Makes Midwest City Special?

                                                  Midwest City was designed to serve our military personnel stationed nearby. Crest Foods was founded here in 1947. Back then it was known as Nick’s Brett Drive Grocery.

                                                  Along the way other aspects of civilian and military life popped up. Retail and strip shopping, restaurants, entertainment venues and all of the other comforts of home.

                                                  Rose State College started serving the area in 1970. The city continued to grow and as it grew its need for affordable housing became apparent. Apartment complexes sprang up. The school system grew and the area even got its own mall, The Heritage Park Mall in 1978.

                                                  This all made Midwest City a great place to live. It had everything that was absolutely essential. Take a short drive and you could be close to major attractions and entertainment venues.

                                                  What Happened To The Housing Market In Midwest City?

                                                  Over time what had started as a great benefit to the city started to turn into a problem. Out of state owners and houses needing updates led to lower rental rates. The city also started to experience some economic problems.

                                                  Midwest City’s Tailspin

                                                  Heritage Park Mall had once been a thriving environment. A great place to go shopping or just hang out with friends. Over time the mall lost its ability to retain retailers. Fewer people had the disposable income needed to keep a mall going. Eventually it became a skeleton of its former glory.

                                                  General Motors had a plant here that employed thousands of workers. Eventually the plant was shut down as part of cost-saving measures the company implemented. While this certainly wasn’t the only reason that the city had problems, it did effect a lot of people.

Being close to Tinker Air Force Base has made the area popular with land lords for a long time. Unfortunately it has also caused a lot of problems. As a result sometimes no one wants to buy your house if it’s in Del City.

                                                        Why Investors Bought Houses In Del City

                                                        Up until recently many of the property owners in the Del City were investors. Most of those investors lived out of state. Investors, especially from places like California, bought up rent houses in the area. This let out of state investors produce rental income and serve our military at the same time.

                                                        Being at Tinker is often short term. Service men and women will often look for a reasonable rental property. They know they won’t be here long enough to justify buying a house so they choose to rent.

                                                        Buying a house in Del City could often produce a better return on investment than buying in Oklahoma City. A house that would cost over $150,000 in some areas may only have a fair market value of $50,000 – $65,000 in Del City. Landlords may be able to produce positive cash flow. Something you can’t do in more expensive markets.

                                                        The Problem With Out Of State Owners

                                                        The problem was that a lot of these “real estate investors” were not professionals. They were usually individuals with limited investment experience. A pattern started to form. When tenants moved out these houses would need some minor repairs.

                                                        Instead of fixing these small issues the landlord would just lower the rent for the next tenant. The problem was that this became a pattern. After each tenant would move out more stuff would need to be fixed. Rental rates would go lower and the deferred maintenance would keep growing.

                                                        Years of this resulted in a city full of run down rent houses. Out of state owners neglected the houses. Many of them had to be demolished. This ultimately caused rental rates to drop.

                                                        What Did The City Do To Address This Issue?

                                                        On November 1, 2008 the City of Del City passed City Ordinance Number 1334, the Housing Inspection Program. This new city ordinance ” is a unique program developed by the City of Del City. Ordinance No. 1334 makes it unlawful to occupy (or cause to be occupied) a residential structure without a Certificate of Occupancy. It also makes it unlawful for a utility provider (including the Del City Municipal Services Authority) to initiate utility services to a property without a Certificate of Occupancy. Furthermore, a separate ordinance and a Resolution of the Del City Municipal Services Authority provide that city utility accounts would only be opened in the name of the primary occupant of a structure. Contrary to most claims, every residential structure in Del City is inspected, not just rental houses.”.

                                                        Under this program ALL houses in Del City have to be inspected before they can be occupied. Inspections require a fee and almost every inspection finds at least some small detail which needs to be addressed before the Certificate of Occupancy will be issued.

                                                        In theory this was supposed to make sure that landlords and other property owners addressed any issues that their properties had.

                                                        What Was The Result Of This New Ordinance?

                                                        The best of intentions met with some unintended consequences. What was supposed to be a way to motivate home owners to keep their properties in better condition ended up causing landlords to sell their properties as quickly as possible.

                                                        Landlords started dumping rent houses in Del City. We saw a lot of out of state investors sell their rent houses and leave the area. Local investors stopped buying houses in Del City. The housing market in Del City started falling apart.

                                                        Now we have a large amount of vacant houses in Del City. Entire apartment complexes are now vacant. Other major investors have let their apartment complexes and rent houses go into foreclosure. A few larger companies have even filed for bankruptcy protection.

                                                        Rental rates fell and so have housing prices. It is not uncommon to see a house sell for less than half of what it would in Oklahoma City. This is virtually 100% due to fall out from this ordinance.

                                                        What Has The Response Been From Investors?

                                                        Oklahoma City is a big place. When we talk to investors they feel there are simply too many great opportunities. Why waste their time messing with houses in Del City? Most investors won’t buy a house in Del City Oklahoma. The majority don’t even bother to go look at a house in Del City.

                                                        Those that will consider it usually only consider buying some of the nicer houses. They only want houses that they can resell to owner occupants. Even these experienced investors won’t normally considering keeping a house as a rental. Even if they can get it at a stellar price.

                                                        It’s just not worth all of the extra effort. Especially when you have to have a new inspection every time you change tenants. Even if it’s in the same week!
